Terms of Service |
1. The personal presence of the concerned person, or a member of his seconddegree relatives (aunt, uncle) with official documents. |
2. The consent of the father/guardian for their minor children who are under 18 years old. |
3. Proof of Palestinian nationality and residency according to the Jordanian Nationality Law or the passport of the father, bother, uncle, or paternal grandfather. And in case of submitting a passport other than the father’s, the birth certificate of the father should be attached. |
4. The father’s passport should be valid, if the application is for minors. |
5. Minors under 16 years old should be added to the Palestinian/Israeli card of the father or mother. |
6. The family name should match that on the Palestinian card or passport, otherwise, the applicant should fill in an application to correct the family name and submit it to the Correction Committee in the Department. |
Required Documents to Obtain the Service |
1. Passport application form. |
2. The father’s passport and a copy of it. |
3. An organized and attested application form issued from the West Bank if the application was submitted by someone other than the guardian. |
4. Valid Green Bridge card, the Palestinian/Israeli card; copy + the original, or explanations from the Legal Department which are required from Follow-up and Inspection Department. |
5. Security approval for ages 15 – 70 years old. |
6. Written authorization from the guardian of the minor who is under 18 years old. |
7. The original birth certificate and copy of it for the concerned person. |
8. The father’s birth certificate, if the application is submitted by the uncle or grandfather. |
9. The Jerusalem ID card, or the Israeli permit, translated, if a copy of the Jerusalem ID card isn’t available. |
10. The original marriage contract for married women + a copy, the original divorce certificate for divorcees + a copy. |
11. The original death certificate for widows + a copy. |
12. A copy of the husband’s passport, regardless of his nationality. |
13. Color personal photos (2). |
Service Procedure |
1. Fill in the temporary passport application, match the information with the application, accept and approve them and get a number by the Public Service Office in the West Bank Directorate. |
2. Approve the application and extract the file to authorize the legality of the application by the Office Secretary or his assistant. |
3. Check the legality of the application and the file’s explanations, if the passport is old (father, grandfather, uncle) by the Document Acceptance Officer. |
4. Address security authorities to obtain approval to issue the passport for those who need it, ages between 16 – 70 years old. |
5. Refer to the Reception Officer if the approval to issue the passport has been received. |
6. Pay legal fees to the Treasurer. |
7. Refer the application to the Issuance Section. |
8. Refer the application to the Archiving Section. |
9. Refer the application to the Printing Section. |
10. Hand over the passport to the service recipient after handing the financial receipt to the Delivery Officer. |

45 minutes + 14 days for receiving security approvals. |

Notes |
1. If the applicant doesn’t have a passport, he is required to submit an original proof of residency, such as tax receipts and etc. |
2. If the residency was specified between 20/12/49 – 16/2/54, the applicant will be referred to the Legal Department to address the UNRWA or Chiefs of Staff. |
3. To obtain security approval for minors, the father’s passport should be valid, if not, the address will be carried out, regardless of the minor’s age. Security approval for those who are 70 years old and above is only required if the applicant isn’t present, security approvals are required for people who are 60 years old. |
